Not quite true.  It *is* true that Logo compilers require runtime
support, but there have been versions of Logo that compile into machine
language, with the compiler present throughout interaction.

I believe ExperLogo was a compiler, and I'm sure Object Logo is.
Both are Mac products, compiling into 68000 code.  Alas, ExperLogo is
long dead, and Object Logo is moribund.
