It's really a nice problem for children.
I'd solve it the following way:

setfloodcolor [255 0 0]
; sorry, I'm not sure in indexed colors
fill
setpencolor [0 0 0]
fd 100 rt 90
fd 100 rt 90
fd 100 rt 90
fd 100 rt 90
pu fd 100 fd 100 
setfloodcolor [255 255 255]
fill

You have better solutions in mind?
