Correct, it is not based on Windows ARC.

The are functions that are inherently 2D that cannot do 3D-ish stuff
like MOUSEPOS and BITMAP sizes etc. But the true "2D Turtle Geometry"
and many extensions like ARC and ELLIPSE can live in a 3D world.
