Your missing how 3D works in MSWLogo.

If you ROLL your turtle (drawing plane) to 45 degrees from your
point of view and draw a 360 degree ARC you will get what "looks
like" a 1:2 ratio ellipse.

Don't mix what things "look like" from what they are. An ARC
is an ARC in 2D or 3D no matter how it's oriented or viewed.
You could use your "DOT" flavor, the "POLY" flavor or the "ARC"
flavor they will all work in 3D and all will "look like" an
1:2 ellipse if viewed or rotated at 45 degrees.
