It's funny that the creator of 3D Logo asks me that question.

"Chuck's" circle and ARC do not do the same thing in the 3D case.
"Chuck's" circle creates a real 3D circle, which looks like an ellipse when
viewed from the side.  ARC doesn't.  Or am I missing something?
