The Position of the text is the Upper Left Corner. TrueType
Fonts (TT) will actually rotate the text. If the font is not
truetype it will draw the same thing regardless of heading.

With a TrueType font try:

         SETH   0 LABEL "123
         SETH  90 LABEL "123
         SETH 180 LABEL "123
         SETH 270 LABEL "123

I don't know of any consistent model that would cause
the 2 stars to form a vertical line from the code you describe.

It depends a lot on the font you choose where the "*" will exactly
end up.
