I don't think so.  There is no standard way of inputting a file to a 
windows program which mimics the piping of DOS or Unix.  I assume Perl for 
Windows runs in a DOS box and takes its input from pipes too.  It would 
depend on your web server software.

Assuming you had web server software which could take the input from a form 
and pass it to MSWLogo via either DDE or a commandline parameter then 
MSWLogo could be extended to do this without too much difficulty, but I 
don't know of any such web server software.
