Hi Dale, History, especially American history, is full of stories of kids from poor and illiterate homes, orphans etc. who made it big time without any formal schooling. One could argue that the $6K/year educational system that you mention would be a total waste (if not worse!) for such kids. But the vast majority of kids benefit enormously from structure. The majority of kids would not become another Edison or Kennedy or Gates if they would be given the decision of what/when/where/from whom to learn. We'll never know what would have become of Einstein or Mozart had they been given the freedom as kids to learn what they want to learn, when they want to learn it, where they want to learn it, and from whom they want to learn it. My guess is that given such freedoms, their names would not have been known by every student in every $6K/year school.
