LOGO-L> Logo Question

Dear Experienced Logo Friends,

1)  How do you control which turtle goes in front or behind another
turtle?

2)  Can  you control if a turtle goes behind a certain background colors
and in front of other background colors?

I really appreciate any help I can get because I'm so new to this
program.
