Its difficult to tell from your post if the problem is getting the
turtles to stop or figuring a way to get something to happen in a
recursive procedure the 10th time it is called.

Without seeing the code it is hard to answer the question however the
Microworlds command 'stopall' will stop all turtles on a page.
