Yes, the distinction is very important. A 'command' carries information 
into the system upon which it acts. A 'reporter' returns information from 
within the system to the user - be it another Logo procedure of the human 
user. This distinction is an important one from an educational viewpoint 
because it differentiates between information provided by the user and 
information provide to the user.
